NOTICE OF JOINT PUBLIC HEARING
TOWN OF THE PLAINS, VIRGINIA PLANNING COMMISSION AND TOWN COUNCIL
Notice is hereby given that the Town of The Plains Planning Commission and Town Council will hold a joint public hearing on Monday, September 21, 2026, at 6:45 p.m., at Town Hall (former Methodist Church), 6451 Main Street, The Plains, Virginia.
The purpose of the joint public hearing is to receive public comment on an application for a new Special Use Permit to replace and supersede Special Use Permit No. 2024-022 for the existing restaurant use at 4244 Loudoun Avenue, The Plains, Virginia 20198, identified as GPIN 6999-08-1341-000. The property is located within the Village Center, Historic, and Gateway Overlay Zoning Districts.
The application concerns the continued operation of a restaurant with seating for 21 or more persons. The proposed Special Use Permit would remove the prior owner/ operator reference to Girasole / MAN-PAT LLC, identify Rachael Glaws or an approved legal business entity as the new owner/operator, and establish updated conditions governing the continued restaurant use of the property.

All persons affected or interested may appear at the joint public hearing and present their views. Written comments may also be submitted to the Town prior to the public hearing.

Notice is hereby given that Havilah Medical Transport LLC, 16020 Crossed Talons Road, Woodbridge, Virginia 22193 (mailing address 3057 Nutley Street, Ste 105, Fairfax, Virginia 22031), has filed an application for a certificate of public convenience and necessity that would authorize: 1. Passenger transportation as a Common Carrier over Irregular Routes, providing service in the Cities of Alexandria, Fairfax, Falls Church, Manassas, and Manassas Park, Virginia, and the Counties of Fairfax, Fauquier, Loudoun, Prince William, and Stafford, Virginia and; 2. Any protest filed with competent evidence will be carefully considered by DMV, however, DMV will have full discretion as to whether a hearing is warranted based on the merits of the protest filed.

Purpose of notice: To seek public comment on a draft permit from the Department of Environmental Quality that would allow impacts to wetlands and stream channel in Spotsylvania County, Virginia

Project description: The applicant has applied for a new permit for the Hunter Trust project. The project is located at 8613 Linton Hall Road, in Prince William County, Virginia. The proposed activity consists of construction of a data center campus with ten, 2-story data center buildings, one switch pad, two substation pads, supporting equipment areas, parking, stormwater management, utilities, and other associated infrastructure. The proposed activity would affect 4.11 acre(s) of wetlands, and 3,770 linear feet of stream channel. The proposed activity would affect unnamed tributaries of Broad Run in the Rocky Branch-Broad Run watershed. To compensate for the surface waters affected, the applicant would purchase 8.22 wetland mitigation credit(s) and 4,206 USM stream mitigation credits. DEQ's tentative decision is to issue the permit.
HOW TO COMMENT AND/OR REQUEST A PUBLIC HEARING: DEQ accepts written comments and requests for public hearing by hand-delivery, e-mail, or postal mail. All comments and requests must be in writing and be received by DEQ during the comment period. Submittals must include the names, mailing addresses or email addresses of the commenter/requester and of all persons represented by the commenter/requester. A request for public hearing must also include: 1) The reason why a public hearing is requested. 2) A brief, informal statement regarding the nature and extent of the interest of the requester or of those represented by the requestor, including how and to what extent such interest would be directly and adversely affected by the permit. 3) Specific references, where possible, to terms and conditions of the permit with suggested revisions. A public hearing may be held, including another comment period, if public response is significant based on individual requests for a public hearing, and there are substantial, disputed issues relevant to the permit.
