UNSOLICITED PPEA PROPOSAL AND INVITATION FOR
COMPETING PROPOSALS
The City of Manassas, VA has received and has accepted an unsolicited proposal from MLG Construction Management LLC (MLG proposal), for a public-private partnership under which the private Proposer would purchase the properties at 9351 Main Street (site of the former Olde Towne Inn), and at 9011A, 9009, 9007, 9007A, 9005, and 9003 Center Street (site of the former Manassas Ice and Fuel Company / MIFCO), now owned by the City of Manassas (the "City"), to construct a hotel on the former Olde Towne Inn site, residential apartments on the former MIFCO site, and a shared use parking garage on the City Hall Parking Lot at 9027 Center Street.
This unsolicited proposal was submitted pursuant to the City's Public-Private Education Facilities and Infrastructure ("PPEA") Policy Guidelines (https://www.manassasva.gov/downtown_redevelopment). The City will evaluate the aforementioned proposal simultaneously with any competing proposals that comply with the City's PPEA Policy Guidelines. Proposals shall be evaluated based on competitive negotiations per City of Manassas Public Procurement Policy, Section 8.A.3.
The City will evaluate the qualifications and experience of the Proposer, and analyze all project characteristics, financing, benefits and overall compatibility with the City of Manassas Comprehensive Plan. No submittal fee is required to submit a competing proposal. Any proposal that does not include a shared use garage and hotel will not be considered. The City reserves the right to reject all proposals.

To submit an unsolicited proposal, interested parties shall submit one (1) original and nine (9) copies of their proposal along with one (1) electronic copy in the form of a thumb drive to the Purchasing Department. Proposers shall submit with their proposal all pages of the completed Proposal Submission Form herein. The Proposer shall make no other distribution of the proposal. Proposals shall be submitted no later than 2:30 PM local time on November 10, 2025 to:

Zoning Text Amendment #DPA2026-00004, 2025 State Mandated Changes: General Acts of Assembly Chapter 594, approved during the 2025 legislative session of the Virginia General Assembly and signed into law by the Governor, amended the Code of Virginia. The amendment to Chapter 594 necessitates an update to the Subdivision Ordinance to be consistent with the updates to the Code of Virginia Section 15.2-2201, 15.2-2241, 15.2-2245, 15.2-2254, 15.2-2258, 15.2-2259, 15.2-2260, 15.2-2261, 15.2-2269, 15.2-2270, 15.2-2271 and 15.2-2307. 3. Rezoning #REZ2024-00036, LONG LEAF at KETTLE RUN: This is a request to rezone ±325.679 acres from A-1, Agricultural to PMR, Planned Mixed Residential with associated waivers and modifications to allow for the development of 325 single-family detached and 104 single-family attached residential dwelling units. The Property is located on Vint Hill Road, with the majority of the proposal located on the south side Vint Hill Road. The western portion of the proposal abuts the Prince William Golf Course, with a ±10-acre portion on the east of the Owls Nest Road intersection. In accordance with (§) 15.2-2101 of the Code of Virginia, the Town of Remington is seeking bids for a franchise, right and privilege, over, along, on, and under the streets, alleys, and public places of the Town, for the purposes of distributing, transmitting, and selling electric current for light, heat, power and broadband facilities including all equipment, accessories, and appurtenances desirable, and communications through broadband facilities, at any point within the corporate limits of the Town of Remington; as the same now exist or may hereafter be extended or altered, in accordance with a Franchise Agreement to be reviewed and approved by the Town Council.
Such franchise shall be for a term of forty (40) years. A copy of the proposed ordinance and Franchise Agreement is on file at Town Hall and is available for public review.

The owner of the two Shorthorn cattle further described herein shall take notice that on Thursday, September 25, 2025 at 11:30 a.m., or as soon thereafter as the case may be heard, the Fauquier County General District Court, located at 6 Court Street, Warrenton, Virginia, will conduct a hearing. The purpose of the hearing is to consider the petition of the Fauquier County Board of Supervisors, ex rel. Fauquier County Sheriff's Office, Animal Control Division (Petitioner), filed pursuant to Code of Virginia § 3.2-6569 to determine whether said cattle were abandoned, and if so, the Court will decide Petitioner's authority to dispose of the cattle pursuant to subsection D of § 3.2-6546 of the Code of Virginia. Rezoning #REZ2025-00014 Hornbaker Road: This is a request to rezone ±40.02 acres from A-1, Agricultural and PBD, Planned Business District to M-2, Light Industrial to permit a mix of data center and non-data center uses consistent with the M-2 Zoning District. Permitted uses would include both by-right and Special Use Permit (SUP) uses, along with secondary and ancillary uses, subject to proffered limitations.
