Public Notice – Environmental Permit
Purpose of notice: To seek public comment on a proposed permit that will allow the storage of municipal wastewater in Prince William County, Virginia.
Public comment period: September 10, 2026 to October 13, 2026
Permit name: Virginia Pollution Abatement issued by the Department of Environmental Quality (DEQ) pursuant to applicable water laws and regulations.

Project description: Bristow Manor Limited Partnership has applied for the reissuance of a permit authorizing the storage of municipal wastewater within Prince William County prior to being pumped and hauled offsite for treatment.
PRELIMINARY AND FINAL PERMIT DECISION PROCEDURES: DEQ's preliminary decision is to issue a permit. Based on comments received on the draft permit, DEQ may make a final decision on the permit, or hold a public hearing on the draft permit.
HOW TO COMMENT AND/OR REQUEST A PUBLIC HEARING: DEQ accepts comments and requests for public hearing by hand-delivery, e-mail, or postal mail. All comments and requests must be in writing and be received by DEQ during the comment period. Submittals must include the name and postal mailing or email address of the requester. A request for public hearing must also include: 1) The names and addresses of all persons for whom the requester is acting as a representative, which includes persons that are an unincorporated associations; 2) The reason why a public hearing is requested; 3) A brief, informal statement setting forth the factual nature and extent of the interest of the requester or of the persons for whom the requester is acting as representative in the application or tentative determination, including an explanation of how and to what extent such interest would be directly and adversely affected by the reissuance of the permit in question; and 4) Specific references, where possible, to terms and conditions of the permit in question, together with suggested revisions and alterations of those terms and conditions that the requester considers necessary to conform the permit to the intent and provisions of the basic laws of the State Water Control Board. A public hearing may be held, including another comment period, if public response is significant, based on individual requests for a public hearing; and there are substantial, disputed issues relevant to the permit.
