PUBLIC HEARING
FISCAL YEAR 2026 BUDGET AMENDMENT
Notice is hereby given pursuant to § 15.2-2507 of the Code of Virginia, that the City Council of Manassas will conduct a public hearing for the purpose of receiving comments on a proposed amendment to the Fiscal Year 2026 Budget during its meeting on Monday, July 13, 2026, which begins at 5:30 P.M. in the City Council Chambers, at 9027 Center Street, Manassas, Virginia. The proposed amendment being considered is for $7,000,000, which exceeds one percent of the total expenditures shown in the currently adopted budget. The proposed amendment being considered is:
An appropriation of additional Sales and Connections Revenue to the Fiscal Year 2026 Budget in the amount of $7,000,000 for Electric Purchased Power Costs
A copy of any additional information regarding the proposed amendment is available for public inspection from 9:00 A.M. to 5:00 P.M. weekdays at City Hall, 9027 Center Street, Manassas, Virginia. This information is viewable at the counter space located to the right of the entrance to City Council Chambers, as well as at the Finance Office and City Clerk's Office upon inquiry.
This meeting is being held in a public facility believed to be accessible to persons with disabilities. American Towers LLC is proposing to increase the height of an existing monopole telecommunications tower from 70-ft (71.2 with all appurtenances) AGL to 80-ft (82-ft with all appurtenances) AGL associated with the collocation of antennas at 78-ft AGL onto the heightened tower. The existing facility is located at 10149 Linton Hall Road, southeast of the Town of Bristow, within Prince William County, Virginia (Parcel ID:7595-53-3039). American Towers LLC seeks comments from all interested persons on any potential significant impact the proposed action could have on the quality of the human environment pursuant to 47 C.F.R. Section 1.1307, including potential impacts to historic or cultural resources that are listed or eligible for listing in the National Register of Historic Places. Public Notice – Environmental Permit
Purpose of notice: To seek public comment on a draft permit from the Department of Environmental Quality (DEQ) to limit air pollution emitted by a facility in Remington, Virginia.

Project description: Dominion Energy Virginia has applied for renewal of the permit for Remington Combustion Turbine Station. The facility is located Northeast of the Town of Remington, East of Route 15 off Lucky Hill Road. The facility is classified as a major source of air pollution. There is no proposed change in emissions. The permit renewal would allow the source to continue to operate a fossil fuel electric power generation facility.
HOW TO COMMENT AND/OR REQUEST A PUBLIC HEARING: DEQ accepts comments and requests for public hearing by hand-delivery, e-mail, or postal mail. All comments and requests must be in writing and be received by DEQ during the comment period. Submittals must include the names and mailing addresses or email addresses of the commenter/requester and of all persons represented by the commenter/requester. A request for public hearing must also include: 1) The reason why a public hearing is requested. 2) A brief, informal statement regarding the nature and extent of the interest of the requester or of those represented by the requester, including how and to what extent such interest would be directly and adversely affected by the permit. 3) Specific references, where possible, to terms and conditions of the permit, with suggested revisions. Please note this draft permit is being concurrently reviewed as a proposed permit by the U.S. Environmental Protection Agency. A public hearing may be held, including another comment period, if public response is significant, based on individual requests for a public hearing, and there are substantial, disputed issues relevant to the permit.

Manassas Regional Airport announces the availability of the Draft Programmatic Environmental Assessment (PEA) for the Part 139 Certification & Terminal Redevelopment Program at Manassas Regional Airport for review and comment. This PEA was prepared in accordance with the National Environmental Policy Act (NEPA) of 1969, and pursuant to the Federal Aviation Administration (FAA) Order 1050.1G, FAA National Environmental Policy Act Implementing Procedures, and the Department of Transportation (DOT) Order 5610.1D, DOT's Procedures for Considering Environmental Impacts. The PEA analyzes the possible environmental effects of the proposed Manassas Regional Airport (HEF) Federal Aviation Regulation (FAR) Part 139 Certification and Terminal Redevelopment Program. This PEA examines potential impacts associated with terminal expansion and certification standards to support the introduction of scheduled commercial service operations at HEF.
