Notice is hereby given that the Planning Commission will conduct a public hearing on the following item(s). All interested parties are encouraged to present their views at this hearing.
ZTA #2026-0001 – Zoning Ordinance Text Amendments
To consider amendments to Articles 2, 3, 5, 6 and 8 of the Zoning Ordinance of the City of Manassas.
Article 2, Sec. 130-42 (Definitions) – Sec. 130-42 is proposed to be amended to add and define the terms "Accessory Dwelling Unit, Attached", "Accessory Dwelling Unit, Detached", "Cannabis Dispensing Facility", "Data Center", "Marijuana", and "Retail Marijuana Store". The term "High Impact Business" is proposed to be modified to include reference to the terms "Cannabis Dispensing Facilities" and "Retail Marijuana Store". The term "Research and Development" is proposed to be modified to include marijuana testing. The term "Wholesale Trade" is proposed to be modified to include marijuana wholesalers.
Article 3, Sec. 130-68 (Accessory Dwelling Units) – A new section is proposed to be created to address standards for accessory dwelling units.
Article 3, Division 2, Sec. 130-94 (High Impact Businesses) – This section is proposed to be modified to include the uses "Cannabis Dispensing Facility" and "Retail Marijuana Store" within the scope of the high impact business standards.
Article 5, Sec. 130-163 (Nonconforming Structures and Improvements) – This section is proposed to be modified to enable the conversion of nonconforming accessory structures in accessory dwelling units.
Article 6, Sec. 130-204 (Off Street Parking Requirements) – This section is proposed to be modified to create parking standards for the uses Accessory Dwelling Unit, Cannabis Dispensing Facility, Data Center, and Retail Marijuana Store.
Article 8, Sec. 130-241 (Use Tables) – This section is proposed to be amended to add the uses Accessory Dwelling Unit, Cannabis Dispensing Facility, Data Center, and Retail Marijuana Store to the use table.
Article 8, Sec. 130-306 (I-1 Light Industrial) – This section is proposed to be amended to create additional setbacks and façade standards for structures associated with the uses Data Center, Manufacturing, Light, and Warehousing and Distribution. The section is also proposed to be amended to address mechanical equipment screening and to create new standards in the zoning district to address the location of mechanical equipment and noise.
Article 8, Sec. 130-307 (I-2 Heavy Industrial) – This section is proposed to be amended to create additional setbacks and façade standards for structures associated with the uses Data Center, Manufacturing, Heavy, Manufacturing, Light, Truck Terminal, and Warehousing and Distribution. The section is also proposed to be amended to address mechanical equipment screening and to create new standards in the zoning district to address the location of mechanical equipment and noise.
SUP #2026-0001 – Manassas City Public Schools – Alternative Education Program
To consider a special use permit to allow an Educational Facility, Primary or Secondary in an existing building at 8700 Centreville Road, located to the south of the intersection of Centreville Road and Breeden Avenue. The applicant proposes to use a portion of the third-floor suite for the alternative education classrooms. No new exterior construction is proposed. The property is zoned B-4 (General Commercial) and is located in the Mathis Character Area and is designated as a Gateway and Corridor in the 2040 Comprehensive Plan.

This meeting is being held at City Hall Community Conference Room, 9027 Center Street, in a public facility believed to be accessible to persons with disabilities.
