JOINT PUBLIC HEARING
Pursuant to Section 15.2-2204 of the Code of Virginia, as amended, the Planning Commission and the Town Council of the Town of The Plains hereby Give notice that a Joint Public Hearing will be held on Monday, May 18, 2026 At 6:45 P.M. at the Town Hall, 6451 Main Street, The Plains, Virginia to consider the following: Proposed amendments to Article 13 (Historic Overlay District-H-OD) of the Town of The Plains Zoning Ordinance. The purpose of the proposed amendments is to clarify application requirements and review procedures for Certificates of Appropriateness, including but not Limited to: Requiring that applications be associated with a recorded lot or parcel; Clarifying that applications must be submitted by the owner of record or an Authorized agent; Requiring identification of the status of the use (permitted, nonconforming, Pending approval, or not permitted); Confirming that approval by the Architectural Review Board is limited to Architectural design only and does not authorize or validate any use; Establishing procedures for applications involving unrecorded lots, Pending approvals, or uses not permitted under the Zoning Ordinance; and Providing transitional provisions for applications currently in process. NOTICE TO THE PUBLIC OF AN APPLICATION BY VIRGINIA FIBER EXPRESS NETWORKS LLC, FOR CERTIFICATES OF PUBLIC CONVENIENCE AND NECESSITY TO PROVIDE LOCAL EXCHANGE AND INTEREXCHANGE TELECOMMUNICATIONS SERVICES IN THE COMMONWEALTH OF VIRGINIA

On February 12, 2026, Virginia Fiber Express Networks LLC ("VFEN" or "Company") completed the filing of an application ("Application") with the State Corporation Commission ("Commission") for certificates of public convenience and necessity to provide local exchange and interexchange telecommunications services throughout the Commonwealth of Virginia. The Company also requested authority to price its interexchange telecommunications services on a competitive basis.
The Commission entered an order that, among other things, directs the Company to provide notice to the public of its Application and provides an opportunity for public comment and requests for hearing on the Application. Purpose of notice: To seek public comment on certain provisions of a draft permit from the Department of Environmental Quality (DEQ) to limit air pollution emitted by a facility in Fauquier County, Virginia.
Public comment period: April 15, 2026 to May 15, 2026

Project description: ODEC has applied for a modification to the permit for ODEC – Marsh Run Generation Facility. The facility is classified as a major source of air pollution. The proposed change in emissions would be 27.11 tons/yr of CO, 0.03 tons/yr of VOC, -1.79 tons/yr of SO2, and -16.22 tons/yr of PM10 and PM2.5. The permit modification would allow the source to install upgrades on each of the combustion turbines and continue to operate emission units at the electric power generating facility.
HOW TO COMMENT AND/OR REQUEST A PUBLIC HEARING: DEQ is accepting comments on the significant modification Conditions 3, 8 through 16, 19, 21, 25, 26, 29 through 36, 40, 48, 69, 70, and 74 only. DEQ accepts comments and requests for public hearing by hand-delivery, e-mail, or postal mail. All comments and requests must be in writing and be received by DEQ during the comment period. Submittals must include the names and mailing addresses or email addresses of the commenter/requester and of all persons represented by the commenter/requester. A request for public hearing must also include: 1) The reason why a public hearing is requested. 2) A brief, informal statement regarding the nature and extent of the interest of the requester or of those represented by the requester, including how and to what extent such interest would be directly and adversely affected by the permit. 3) Specific references, where possible, to terms and conditions of the permit, with suggested revisions. Please note this draft permit is being concurrently reviewed as a proposed permit by the U.S. Environmental Protection Agency. A public hearing may be held, including another comment period, if public response is significant, based on individual requests for a public hearing, and there are substantial, disputed issues relevant to the permit.
