ORDER OF PUBLICATION The object of this suit is to have the parcel of land described herein ("Subject Property") sold for the payment of delinquent real estate taxes, penalties, and interest as well as the costs and attorneys' fees associated with the sale. The Subject Property is owned by Mary Bonnie Winston. It is more particularly described as follows: ALL THAT certain lot or parcel of land, together with improvements thereon and appurtenances thereunto belonging, lying and being situate in Cedar Run Magisterial District, Fauquier County, Virginia, containing 0.6609 acres, more or less, as the same is shown on that certain Plat of Survey of J.H. Harris, L.S., dated August 31st, 1994, and recorded in Deed Book 727, at page 405, among the land records of the Circuit Court of Fauquier County, Virginia. AND BEING the same property conveyed to Melvin Leon Winston and Mary Bonnie Winston by virtue of that certain Deed from Fauquier Habitat for Humanity, Inc., dated August 23rd, 1995, and recorded in Deed Book 742, at page 1431, among the land records aforesaid. It is known for tax purposes as Parcel Identification Number 7922-74-4618-000/PID 47346 and it has a physical address of 9203 Old Dumfries Road, Catlett, Virginia 20119. An Affidavit has been made and filed with the Clerk in the above-referenced suit that there may be PERSONS UNKNOWN to Plaintiff who have an interest in the Subject Property and are made parties to this suit, including the heirs, devisees, assigns or surviving spouses of Mary Bonnie Winston, and who cannot be personally served because after a reasonably diligent inquiry within the Commonwealth of Virginia, the identities, places of residence, and post office addresses of those persons cannot be ascertained. THEREFORE, it is ordered that Mary Bonnie Winston, a/k/a Mary Bonnie Davis, a/k/a Mary Brownie Davis; Betty Ann Davis Roy; Daniel Roy; Margaret E. Davis; Kimberly M. Pettiford; Evelyn Vivian Davis Randolph, a/k/a Evie Davis Randolph, a/k/a Ellen Davis Randolph; James L. Randolph; Raymond Randolph; Benjamin Hamilton Davis, Jr.; Elizabeth Ann Walker; Vivian Clarke Coles Davis; Francis Thomas Davis; Gwendolyn Victoria Smith Davis; Evelyn Lee Hogan Green Davis; Thomas E. Davis; Melisa Davis Jones; Helen Louise Davis Gilbert; Joseph Henry Gilbert; Leroy Brown; Charles "Chubby" Brown; Robert N. Gilbert; James Randolph; Robert Lee Jones; and any other persons, including the heirs, devisees, assigns, or surviving spouses of Mary Bonnie Winston, with their respective consorts, who are generally described as PARTIES UNKNOWN, do appear here on Friday, December 11, 2026 at 9:30 a.m., which is no fewer than fifty days after the entry of this order. The proposed ordinance amends Chapter 10 of the Town Code to prohibit the riding of these electric devices on Town sidewalks and crosswalks where official signs are posted. Additionally, it establishes parking restrictions to prevent the obstruction of pedestrian traffic and accessible routes, requires protective helmets for riders 14 years of age or younger, and establishes civil penalties for violations. The ordinance explicitly does not authorize, permit, or regulate any commercial shared mobility or dockless rental programs. Ordinance 2026-13: An Ordinance to amend the Code of Warrenton, Virginia, by adding a new section prohibiting distributing handbills, soliciting contributions, or selling merchandise or services in highways. The proposed ordinance aims to protect pedestrian and traffic safety by prohibiting individuals from standing, walking, or remaining in public highways—including travel lanes, shoulders, and medians—to distribute materials, solicit contributions, or sell goods and services to motor vehicle occupants. It similarly prohibits vehicle occupants from participating in these hand-to-hand exchanges while in the highway. The ordinance is designed to be content-neutral and establishes escalating civil fines ranging from $100 to $300 for violations, with an option for community service. Constitutionally protected speech and activities on sidewalks, parks, and other areas outside the highway remain permitted. People having an interest in the above are invited to participate in the hearing and state their opinion regarding the above issues. The public may also choose to submit written comments through the Town's website or by emailing citizencomment@warrentonva.gov during the public comment period, which will end at noon the day of the Public Meeting, September 8th, 2026.
