TOWN OF WARRENTON NOTICE OF TOWN COUNCIL MEETING Notice is hereby given that the Town Council of the Town of Warrenton will hold their Regular Monthly Meeting Work Session on Tuesday, September 8th, 2026, at 9:00 AM in the Warrenton Town Hall Council Chambers (First Floor) located at 21 Main Street, Warrenton, Virginia. During this Work Session, the public hearing items listed below may be presented to the Council for discussion and questions, along with other items of Town business. Notice is hereby given that the Town Council of the Town of Warrenton will hold their Regular Monthly Meeting on Tuesday, September 8th, 2026, at 6:30 PM in the Warrenton Town Hall Council Chambers (First Floor) located at 21 Main Street, Warrenton, Virginia. The Town Council will hold a Public Hearing on the following items: Special Use Permit SUP 26-03: PlayVerse LLC. The Applicant, Mr. Joe Owoeye-Gold, is seeking a Special Use Permit to allow for an active recreation facility for children in an existing tenant space on the subject property. The shopping center is split between two parcels on Frost Avenue, 613 Frost Avenue (GPIN 6974-85-8166-000) & 569 Frost Avenue (GPIN 6974-95-2114-000) and zoned to the Commercial (C) district. The combined parcels are approximately 10.738 acres. Special Use Permit SUP 26-01: Dominion Energy - Elm Substation Modernization. The Applicant, Dominion Energy. is requesting a Special Use Permit for substation modernization and expansion for safe and reliable electric service at an existing property located on the northwest corner of Madison Street and Linden Street. The property is zoned R-10 and is approximately 0.62 acres (GPINs: 6984-40-6668-000, 6984-40-6784-000, 6984-40-7708-000, 6984-40-7833-000). Rezoning ZMA 2026-01: 18 Court Street - The Applicant, Mr. Kevin Ash, is seeking a Zoning Map Amendment (ZMA) of 18 Court Street (ZMA 2026-01) from Public-Semi-Public (PSP) to Central Business District (CBD) zoning per Article 11-3.9 of the Zoning Ordinance. The proposal includes redevelopment of the 18 Court Street (GPIN: 6984-33-8623-000) property into a restaurant and club. Ordinance 2026-12: An Ordinance regulating the operation of electric power-assisted bicycles, electric scooters, electric skateboards, and other electric mobility devices within the Town of Warrenton, Virginia. The proposed ordinance amends Chapter 10 of the Town Code to prohibit the riding of these electric devices on Town sidewalks and crosswalks where official signs are posted. Additionally, it establishes parking restrictions to prevent the obstruction of pedestrian traffic and accessible routes, requires protective helmets for riders 14 years of age or younger, and establishes civil penalties for violations. The ordinance explicitly does not authorize, permit, or regulate any commercial shared mobility or dockless rental programs. Ordinance 2026-13: An Ordinance to amend the Code of Warrenton, Virginia, by adding a new section prohibiting distributing handbills, soliciting contributions, or selling merchandise or services in highways. The proposed ordinance aims to protect pedestrian and traffic safety by prohibiting individuals from standing, walking, or remaining in public highways—including travel lanes, shoulders, and medians—to distribute materials, solicit contributions, or sell goods and services to motor vehicle occupants. It similarly prohibits vehicle occupants from participating in these hand-to-hand exchanges while in the highway. The ordinance is designed to be content-neutral and establishes escalating civil fines ranging from $100 to $300 for violations, with an option for community service. Constitutionally protected speech and activities on sidewalks, parks, and other areas outside the highway remain permitted. People having an interest in the above are invited to participate in the hearing and state their opinion regarding the above issues. The public may also choose to submit written comments through the Town's website or by emailing citizencomment@warrentonva.gov during the public comment period, which will end at noon the day of the Public Meeting, September 8th, 2026.
