Notice is hereby given that City Council for the City of Manassas, Virginia, will hold a public hearing, pursuant to Virginia Code Sec. 15.2-1800, on Monday, October 26, 2026 at the regular City Council meeting beginning at 5:30 p.m. at Council Chambers of City Hall, 9027 Center Street, Manassas, Virginia to consider awarding an up to forty (40) year amended franchise agreement to Avports Manassas, LLC for the purpose of renovating, expanding and managing the Washington Manassas Airport terminal building complex to provide the necessary facilities to attract a commercial air carrier to provide scheduled airline service.
Interested parties are invited to attend the public hearing and provide comment on the proposed amended franchise. The full text of the proposed amended franchise ordinance is on file and available for inspection and copying in the Office of the Clerk of City Council, located on the 4th floor of City Hall, 9027 Center Street, Manassas, VA 20110. Written comments may be submitted to the Clerk of City Council at 9027 Center Street, 4th Floor no later than 3:00 p.m. on October 26, 2026 in order to be considered.
This hearing is being held in a public facility believed to be accessible to persons with disabilities. Any persons with questions on accessibility of the facility should contact the Clerk of Council at the above address, by telephone at (703) 257-8211, or by email to ewsmith@ci.manassas.va.us. Persons needing interpreter services for the hearing impaired and / or vision impaired should notify the City Clerk at least one week before the scheduled hearing.
The person or corporation to whom the amended franchise is awarded shall reimburse the City for the cost of this advertisement.

ORDER OF PUBLICATION
The object of this suit is to have the parcel of land described herein ("Subject Property") sold for the payment of delinquent real estate taxes, penalties, and interest as well as the costs and attorneys' fees associated with the sale. The Subject Property is owned by the Heirs at Law of Melvin Douglas Baldwin, Sr. It is more particularly described as follows:
ALL THAT certain lot or parcel of land, together with improvements thereon and appurtenances thereunto belonging, lying and being situate in Cedar Run Magisterial District (previously in Lee Magisterial District) Fauquier County, Virginia, on the southwesterly side of Virginia Route 805 about one (1) mile east of Bealeton, containing 14 acres, 1 rood, 30 poles, more or less; and more particularly described by metes and bounds as follows, to wit: BEGINNING at an old broken down willow oak on west side of run and corner to Fant; thence S 32°30'00" E 58.4 poles to corner 2, an elm; and in line of W.O. Miller; thence S 49°45'00" W 59.6 poles to corner three a stone; thence N 12°45'00" W 36.8 poles to corner four, a stake on west side of run; thence N 22°45'00" E 56.5 poles to the point of beginning. TOGETHER WITH a right of way twelve (12') feet wide and beginning at a corner one and following the run to the main road. AND BEING the same property conveyed to Melvin Douglas Baldwin, Sr., by virtue of that certain Deed from David B. Jenkins and June E. An Affidavit has been made and filed with the Clerk in the above-referenced suit that there may be PERSONS UNKNOWN to Plaintiff who have an interest in the Subject Property and are made parties to this suit, including the heirs, devisees, assigns or surviving spouses of Melvin Douglas Baldwin, Sr., and who cannot be personally served because after a reasonably diligent inquiry within the Commonwealth of Virginia, the identities, places of residence, and post office addresses of those persons cannot be ascertained.
THEREFORE, it is ordered that Melvin Douglas Baldwin, Sr., Melvin Douglas Baldwin, Jr., and any other persons, including the heirs, devisees, assigns, or surviving spouses of Melvin Douglas Baldwin, Sr., with their respective consorts, who are generally described as PARTIES UNKNOWN, do appear here on Friday, November 13, 2026 at 9:30 a.m., which is no fewer than fifty days after the entry of this order.
IT IS FURTHER ORDERED that the foregoing portion of this order be published once a week for four successive weeks pursuant to Code of Virginia § 8.01-317 in The Fauquier Times, a newspaper of general circulation in Fauquier County, Virginia and posted on the Posted Notices and Orders website of the Clerk of the Fauquier County Circuit Court pursuant to Code of Virginia § 1-211.1 until the return date and time noted above.

Virginia Water Supply Revolving Fund, Project # BIL-010C-24
Fauquier County Water and Sanitation Authority (FCWSA) has applied for funding from the Virginia Water Supply Revolving Fund which administers funding through the Bipartisan Infrastructure Law for its New Baltimore Water System Interconnection project. The project proposes to construct a waterline interconnection between the New Baltimore Regional Water System and the Prince Williams Water's western distribution system in order to comply with water quality regulations for iron, manganese, and per- and polyfluoroalkyl substances (PFAS). This waterline interconnection will extend from the existing Prince William Water system in Gainesville, VA and construct 2.7 miles of waterline to connect with the existing New Baltimore Regional Water System in New Baltimore, VA. The water line will be installed under Broad Run using directional drill, and under Vint Hill Road via jack-and-bore. The remainder of the water line will be constructed via open cut installation methodology. A booster pumping station will be constructed near the western terminus of the project. The project design will mitigate or avoid impacts to adjacent delineated wetlands, waterways, floodplains, and architectural and archaeological historic resources. Best Management Practices would be implemented to minimize impacts, and all federal, state, and local ordinances will be followed. The total funding request for the project is $58,915,500. A description of the project and an Environmental Assessment of the project are on file at Fauquier County Water and Sanitation Authority, 7172 Kennedy Road Warrenton, VA 20187 and available for public review between the hours of 9 AM – 4 PM Monday through Friday.
