Notice is hereby given that the Town Council of the Town of Warrenton will hold their Regular Monthly Meeting Work Session on Tuesday, April 14th, 2026 at 9:00 AM in the Warrenton Town Hall Council Chambers (First Floor) located at 21 Main Street, Warrenton, Virginia.

The Town Council will hold a Public Hearing on the following items:
Ordinance 2026-03: An Ordinance to amend Town Code Section VI., Use of Public Grounds, Sections 14-101 through 14-103 14-5. We are proposing a change to the Ordinance VI language to do the following: Extending the window by which Special Events can be approved, from 6 months to 12 months prior to the event date. Allowing for the denial of an application if Special Event fees from a prior event are unpaid. Alongside a change to the Ordinance to Establish Business, Professional and Occupational License Tax Rates for the Tax Year Beginning on July 1, 2025 (Ordinance 2025-06): 3. Itinerant Merchant fees: Reducing the fee for Itinerant Merchants Licenses from $500 to $100.
Ordinance 2026-04: An Ordinance to consider the sale of Public Property- 18 Court Street, Warrenton, VA 20186 (Tax Map Parcel: 6984-33-8623-000.) in accordance with Section 15.2-1800(B) of the Code of Virginia, as amended. Persons interested in viewing the said real property may contact Christopher E. Martino, Interim Town Manager, at (540/-347-1107, or at 21 Main Street, Warrenton, Virginia 22701.
People having an interest in the above are invited to participate in the hearing and state their opinion regarding the above issues. The public may also choose to submit written comments through the Town's website or by emailing citizencomment@warrentonva.gov during the public comment period, which will end at noon the day of the Public Meeting, April 14th, 2026. Purpose of notice: To seek public comment on a draft permit from the Department of Environmental Quality to limit air pollution emitted by a facility in Manassas, Virginia.
Public comment period: March 25, 2026 to April 24, 2026.

Project description: Prince William County has applied for a renewal of the permit for Prince William County Sanitary landfill. The facility is located at 14811 Dumfries Rd, Manassas, Virginia. The facility is classified as a major source of air pollution. The permit would allow the source to continue to operate a municipal solid waste landfill.
HOW TO COMMENT AND/OR REQUEST A PUBLIC HEARING: DEQ accepts comments and requests for public hearing by hand-delivery, e-mail, or postal mail. All comments and requests must be in writing and be received by DEQ during the comment period. Submittals must include the names, mailing addresses and telephone numbers of the commenter/requester and of all persons represented by the commenter/requester. A request for public hearing must also include: 1) The reason why a public hearing is requested. 2) A brief, informal statement regarding the nature and extent of the interest of the requester or of those represented by the requestor, including how and to what extent such interest would be directly and adversely affected by the permit. 3) Specific references, where possible, to terms and conditions of the permit with suggested revisions. Please note this draft permit is being concurrently reviewed as a proposed permit by the U.S. Environmental Protection Agency. FOR THE BENEFIT OF WESTMINSTER PRESBYTERIAN RETIREMENT
COMMUNITY, INCORPORATED D/B/A WESTMINSTER AT LAKE RIDGE
Notice is hereby given that the Industrial Development Authority of the County of Prince William (the "Authority"), whose address is P.O. Box 2636, Manassas, Virginia 20108, will hold a public hearing on the request of Westminster Presbyterian Retirement Community, Incorporated d/b/a Westminster at Lake Ridge (the "Borrower"), a Virginia nonstock corporation, whose address is 12191 Clipper Drive, Lake Ridge, Virginia 22192, for the issuance by the Authority of up to $42,000,000 of revenue bonds (the "Bonds"), in one or more series from time to time. The Borrower owns and operates, among other things, a continuing care retirement community known as Westminster at Lake Ridge with a campus located in and around 12191 Clipper Drive, Lake Ridge, Virginia 22192 in the County of Prince William, Virginia (the "Campus").
The Authority will loan the proceeds of the Bonds to the Borrower to finance and refinance the following project:
(1) the acquisition, construction, developing and equipping of two additional buildings each with approximately 12
independent living units containing approximately 47,504 square feet of space in the aggregate, all expected to be
located on the Campus;
(2) the refinancing of all or a portion of a previously-incurred taxable debt of the Borrower that financed various capital
improvements at the Campus, which are completed and existing; and
(3) the financing of, if and as needed, capitalized interest on the Bonds, a debt service reserve fund for the Bonds,
costs of issuance related to the issuance of the Bonds, working capital, routine capital expenditures at the Campus
and other related costs (collectively (1), (2), and (3), the "Plan of Finance").
The Bonds will not constitute a debt or pledge of the faith and credit of the Commonwealth of Virginia (the "Commonwealth") or any political subdivision thereof, including the Authority and the County of Prince William, Virginia. Neither the Commonwealth nor any political subdivision thereof, including the Authority and the County of Prince William, Virginia, shall be obligated to pay the Bonds, or the interest thereon, or the costs incident thereto, except from the revenues and monies received from the Borrower and pledged therefor, and neither the faith and credit nor the taxing power of the Commonwealth nor any political subdivision thereof, including the Authority and the County of Prince William, Virginia, will be pledged to the payment of the principal of or interest on such Bonds or other costs incident thereto.
The public hearing, which may be continued or adjourned, will be held at 6:30 p.m. on Monday, April 6, 2026, before the Authority, in the Potomac Conference Room, James J. McCoart Government Administration Building, 1 County Complex Court, Woodbridge, Virginia 22192. The results of the public hearing will be forwarded to the Board of County Supervisors of the County of Prince William, Virginia, which will be asked to give its limited approval of the issuance of the Bonds as required by the Internal Revenue Code and the Code of Virginia of 1950, as amended. Any person interested in the issuance of the Bonds or the location or nature of the Plan of Finance may appear at the hearing and present his or her views.
