REQUEST FOR FRANCHISE PROPOSALS (RFFP)
A GROUND LEASE TO CONSTRUCT VARIOUS SIZED AIRCRAFT HANGARS AT THE MANASSAS REGIONAL AIRPORT
Pursuant to §15.2-2101 of the Code of Virginia, the City of Manassas is hereby notifying the public of its intent to lease public property in excess of five years. The City of Manassas is accepting proposals for the right to use, for a term of up to forty (40) years, lots at the Manassas Regional Airport consisting of Lot W1 (± 1.0 acres) and Lot W2 (±5.1 acres) located at 10501 Observation Road, Manassas, VA, on the north west side of the Airport. The leased lots may be utilized for the sole purpose of building and operating aircraft hangars. The intent of the RFFP is for a proposer(s) to provide various aircraft hangars for Group I General Aviation (GA) aircraft at the Manassas Regional Airport. The hangars can be box style hangars, t-hangars, or a combination of both.
The successful bidder will be required to construct or have constructed at their cost various sizes of aircraft hangars on one, or both of the available lots. All interested parties are invited to submit a proposal(s). Upon approval of the successful proposal(s) by the City Council, two Franchises will be awarded, one for each lot.
Full details of the lease agreement are contained in the draft Franchise Ordinance. A copy of the full text of the RFFP and draft Franchise Ordinance are on file in the City Clerk's office, located on the 4th floor of City Hall at 9027 Center Street, Manassas, Virginia and in the Airport Director's office located at 10600 Harry J. Parrish Blvd. All proposals shall be in writing and delivered in a sealed envelope no later than 5:30 p.m. on November 10, 2025 to the Mayor, in open session, of the regular meeting of the City Council. Proposals may also be delivered to the City Clerk's Office prior to the City Council meeting date and time during normal business hours, Monday through Friday, 8:30 a.m. – 4:00 p.m. The RFFP and draft franchise ordinance is also be available for download at the Manassas Regional Airport's website at www.flyhef.com under the Public Notice heading.
The person or entity to whom the Franchise Agreement is finally awarded shall reimburse the City for advertising cost pursuant to §15.2-2101 of the Code of Virginia. The City of Manassas reserves the right to reject a higher bid in favor of a lower bid if it is in the best interest of the City to do so, or to reject any and all bids for any reason.

The School Board of the City of Manassas Public Schools, ("MCPS"), is seeking proposals from qualified firms to contract for a comprehensive study for the redistricting and space utilization of five (5) elementary schools, two (2) intermediate schools, one (1) middle school, one (1) high school, and one (1) administrative facility for the 2027-2028 school year. The offeror shall develop a 2027-2042 school facility master plan that includes evaluations of all school facilities and recommendations on how to best utilize the school facilities and which includes grade configurations. Little Fork Church Trail Project
Little Fork Episcopal Church invites qualified contractors to submit sealed proposals to construct a Recreational Trail. Work includes 0.84 miles of 5 ft wide crushed stone path, shoulders, & geotextile; two stone parking areas; parking signs; E&S measures; & HDPE pipe. THIS IS A FEDERALLY-FUNDED RECREATIONAL TRAIL PROGRAM GRANT PROJECT. BIDDERS ARE RESPONSIBLE FOR UNDERSTANDING ALL REQUIREMENTS AND SUBMITTING ALL REQUIRED FORMS AT THE CORRECT TIMES. Partial funding for the project is being provided by the Recreational Trails Program of the Federal Highway Administration administered in Virginia by The Department of Conservation and Recreation and must be undertaken in accordance with the RTP guidance of the FHWA, 2, 23 and 49 CFR, and the Build America and Build America, Buy America Acts. Buy America requirements are waived for this project as part of the Small Grants determination. Companies that cannot provide the required insurance and bonds or do not meet the qualifications included in the Project Manual need not respond to this announcement. UNSOLICITED PPEA PROPOSAL AND INVITATION FOR
COMPETING PROPOSALS
The City of Manassas, VA has received and has accepted an unsolicited proposal from MLG Construction Management LLC (MLG proposal), for a public-private partnership under which the private Proposer would purchase the properties at 9351 Main Street (site of the former Olde Towne Inn), and at 9011A, 9009, 9007, 9007A, 9005, and 9003 Center Street (site of the former Manassas Ice and Fuel Company / MIFCO), now owned by the City of Manassas (the "City"), to construct a hotel on the former Olde Towne Inn site, residential apartments on the former MIFCO site, and a shared use parking garage on the City Hall Parking Lot at 9027 Center Street.
This unsolicited proposal was submitted pursuant to the City's Public-Private Education Facilities and Infrastructure ("PPEA") Policy Guidelines (https://www.manassasva.gov/downtown_redevelopment). The City will evaluate the aforementioned proposal simultaneously with any competing proposals that comply with the City's PPEA Policy Guidelines. Proposals shall be evaluated based on competitive negotiations per City of Manassas Public Procurement Policy, Section 8.A.3.
The City will evaluate the qualifications and experience of the Proposer, and analyze all project characteristics, financing, benefits and overall compatibility with the City of Manassas Comprehensive Plan. No submittal fee is required to submit a competing proposal. Any proposal that does not include a shared use garage and hotel will not be considered. The City reserves the right to reject all proposals.

To submit an unsolicited proposal, interested parties shall submit one (1) original and nine (9) copies of their proposal along with one (1) electronic copy in the form of a thumb drive to the Purchasing Department. Proposers shall submit with their proposal all pages of the completed Proposal Submission Form herein. The Proposer shall make no other distribution of the proposal. Proposals shall be submitted no later than 2:30 PM local time on November 10, 2025 to:

Proposals sent via express delivery service should be sealed in an envelope inside the express container. The Proposers assume the risk that an envelope not properly marked will be mistakenly opened, and thus rendered ineligible for consideration. No responsibility shall attach to the City for the premature opening of a proposal not properly addressed and identified as specified herein. The City will not make any adjustments to the proposal based on additions or deletions on the outside of the envelope. Faxed or emailed proposals are not allowed.
