City of Manassas REQUEST FOR FRANCHISE PROPOSALS (RFFP) FOR A FRANCHISE AMENDMENT Monday, September 28 - 5:30 p.m. TERMINAL BUILDING DEVELOPMENT AND GROUND LEASE FOR THE PROVISION OF PASSENGER AIRLINE SERVICE AT THE WASHINGTON MANASSAS AIRPORT Pursuant to §15.2-2101 and §15.2-2105 of the Code of Virginia, the City of Manassas is hereby notifying the public of its intent to lease public property in excess of five years. The City of Manassas is accepting proposals for the right to use, for a term of no more than (40) years, parcels at the Washington Manassas Airport consisting of ±22.29 acres of land and ±18,343 square feet of existing terminal building space located at 10600 Harry J. Parrish Blvd, on east side of the Airport. The leased parcels, parking lot, and terminal building space may be utilized for the sole purpose of operating and maintaining a commercial service airline passenger terminal, commercial automobile parking, and parking and servicing of air carrier aircraft. The intent of the RFFP for the Amended Franchise is for the Proposer to provide adequate facilities for commercial service and to contract with an airline (or airlines) to provide scheduled service at the Airport. The successful Proposer will be required to renovate, expand and manage both a portion of the existing ±18,343 Airport Terminal Building and a new ±33,240 square foot Terminal Building and automobile parking lots (collectively "Airport Terminal Building Complex") for passenger airline service, at the proposer's sole expense. The use of the Terminal Building Complex will be restricted to the operation and maintenance of a commercial use passenger terminal building including: passenger screening, check-in, ticketing, baggage claims and handling, gates, and passenger secure holdrooms and other terminal support facilities. Upon approval of the successful proposal by the City Council, the Amended Franchise will be awarded. Full details of the lease agreement are contained in the draft Amended Franchise Ordinance. A copy of the full text of the RFFP and draft Amended Franchise Ordinance are on file in the City Clerk's office, located on the Fourth Floor of City Hall, 9027 Center Street, Manassas, Virginia and the Airport Director's office located at 10600 Harry J. Parrish Blvd. All proposals shall be in writing and delivered no later than 5:30 p.m. on September 28, 2026 to the Mayor, in open session, of the regular meeting of the City Council. Proposals may also be delivered to the City Clerk's Office prior to the City Council meeting date and time during normal business hours, Monday through Friday, 8:30 a.m. – 4:00 p.m. The RFFP and draft Amended Franchise Ordinance is also be available for download at the Washington Manassas Airport's website at www.flyhef.com. The person or entity to whom the Amended Franchise Agreement is finally awarded shall reimburse the City for advertising cost pursuant to §15.2-21-1 of the Code of Virginia. The City of Manassas shall have the right to reject any and all bids for any reason.
