ADVERTISEMENT FOR REQUEST FOR QUALIFICATIONS Construction of Manassas Veterans Housing & Post Center in Manassas, VA People Incorporated Housing Group, a nonprofit affiliate corporation of People Incorporated of Virginia invites qualified General Contractors (GC) to submit responses to this Request for Qualifications (RFQ). To request the full RFQ containing project description, scope of services, proposal format, and submission guidelines contact Beth Minnick, People Incorporated at eminnick@peopleinc.net / (276) 608-7355. Each proposal shall follow the format specified by People Incorporated Housing Group in the RFQ. People Incorporated Housing Group will field a committee tasked with screening and evaluating responses, conducting interviews, and procuring a GC on qualifications according to the criteria indicated within the RFQ. At any point in the process, People Incorporated Housing Group reserves the right to disregard informalities and irregularities and to reject any and all responses at its sole discretion. People Incorporated Housing Group makes every effort to engage, and encourages responses from, local contractors, including minority, women-owned businesses, and low-income people in adherence to HUD's Section 3 requirement. One copy of your response shall be received no later than 4:00 pm on October 23rd, 2026.
