Notice is hereby given that the City Council will conduct a public hearing on the following item(s). All interested parties are encouraged to present their views at this hearing.
Manassas 2045 Comprehensive Plan Technical Update (CPA #2024-0001)
The Council will receive and consider public input regarding the draft City of Manassas 2045 Comprehensive Plan. After the public hearing the Council may approve, amend and approve, or disapprove the Plan. The Comprehensive Plan is the City's key policy document for land use, development, housing, infrastructure, transportation, and related economic and social issues. A complete draft of the plan may be examined at the Department of Community Development, City Hall, 9027 Center Street, 2nd Floor, Manassas, VA 20110, and is also available online at: www.manassasva.gov/2045compplan.
This Comprehensive Plan Amendment serves as a minor update and technical amendment to the Manassas 2040 Comprehensive Plan. This update leaves most of the Plan intact, retaining the vision established by the City and heavily influenced by citizen input during the 2017 – 2020 Manassas Community Conversations initiative. The following is a descriptive summary of changes proposed in the revised plan:
Goals, objectives, and strategies that have been completed since the adoption of the Manassas 2040 Comprehensive Plan have been removed.
Chapters 1 (Introduction) and 2 (Community Overview) have been amended to identify challenges since the Covid-19 pandemic and to include additional required statutory requirements from the Code of Virginia.
The Land Use Chapter includes new strategies that encourage more focused redevelopment of the Mathis Avenue Corridor and encourages the creation of a tourist corridor overlay district along Centreville Road (along with new Map 3.1 depicting this overlay district). The proposed changes also include continuing to recommend traditional neighborhood design, without the density limitations for the Downtown Neighborhood Character Area, updating the Downtown Opportunity Area Map, by removing #11, amending the Mathis Character Area to clarify height transitions and encouraging missing middle housing, and adding "institutional" uses as an appropriate land use in the Godwin Technology Character Area.
The Housing and Neighborhoods Chapter includes referencing the 2023 Housing trust fund report, clarifying the purpose of the Housing Trust Fund, adding a new goal to encourage a housing partnership with Prince William County and the City of Manassas Park, adding a new map showing existing affordable housing developments (Map 4.1), amending goals to encourage mixed-income housing to develop a wider variety of housing types and encourage accessory dwelling units for smaller households, and include language concerning manufactured home parks.
The Economic Development Chapter includes amending Map 5.1 - Economic Development Incentive Areas to update the federally designated HUB zone.
The Mobility Chapter includes new initiatives, proposes further implementation of completed strategies, and reflects the recommendations of the Mobility Master Plan (2026-2030) in the Key Transportation Projects (Table 6.1 and Map 6.1), the Complete Streets Typology (Map 6.2), the Bike Network Plan (Map 6.3), and the Pedestrian Network Plan (Map 6.4). The Community Facilities and Infrastructure Chapter includes the removal of completed goals and project, adding the Marsteller Park property, updates to Community Facilities & Infrastructure Map (Map 7.1) & Preliminary Fire & Rescue Station Analysis Map (Map 7.2), and a minor change to clarify the development of a watershed management plan.
The Environmental Sustainability and Health Chapter includes updates encouraging the implementation of the Climate Action Plan through greenhouse gas emission reductions, recommends increasing tree canopy, encouraging the expansion of pedestrian and bicycle facilities, and technical updates to Green Infrastructure Map (Map 8.1).
The Parks, Culture, and Recreation Chapter includes updates to data for park acreage and facilities and includes the addition of Marsteller Park, encourages updating the 2016 Parks, Recreation, and Cultural Needs Assessment, includes reference to the completion of the African American History Trail, encourages the City to continue to maintain partnerships with the Manassas City School Board and maintain library services in conjunction with Prince William County, updates Parks, Cultural, & Recreational Facilities Map (Map 9.1) to designate Oakenshaw Park as a neighborhood park and Kinsley Mill Park as a community park, and updates to Level of Service Standards (Table 9.1) including hard surface sport courts and pickleball courts and to update projected park surplus and deficits for the years 2025 and 2045.
The Appendices have been amended to update plan data for changes since the 2040 Comprehensive Plan.
