At the Manassas City Council meeting on Monday, April 27, 2026 the City Council will accept bids pursuant to Virginia Code Sec. 15.2-2101 from persons interested in obtaining a City-wide nonexclusive franchise for the installation, operation and maintenance of underground telecommunication conduits in public right-of-way within the City of Manassas. The term of the franchise will be forty (40) years, subject to such other terms and conditions as are set forth within the proposed franchise ordinance, the full text of which is on file in the Office of the Clerk of City Council, 9027 Center Street, 4th floor, Manassas, Virginia 20110. The minimum acceptable fee for the conduit franchise shall be no less than $1.00 for each linear foot of each conduit installed within any City right-of-way.
Interested parties are invited to submit bids for the conduit franchise. Bids must be in writing and should be delivered to the Clerk of City Council at 9027 Center Street, 4th floor, Manassas, Virginia 20110, in a sealed envelope, on or before Monday, April 27, 2026 at 3:00 p.m. Each bid shall describe the benefits, financial, and otherwise, that the bidder offers to the City in return for the privileges set forth in the proposed franchise, and shall identify the bidder by name.
The City of Manassas reserves the right to reject a higher bid in favor of a lower bid if it is in the best interest of the City to do so, or to reject any or all bids received in response to this advertisement. The person or corporation to whom the franchise is awarded shall reimburse the City for the cost of this advertisement.

Notice is hereby given that the 20th Judicial Circuit Court of Virginia is seeking applicants to serve a one-year term on the Fauquier County Board of Equalization (BOE) for the general reassessment effective January 1, 2026. The BOE is comprised of five members who are Fauquier County residents and a majority are property owners of Fauquier County. Appointees are selected by a majority vote of the five Circuit Court Judges. At least thirty percent (30%) of the appointees shall be commercial or residential real estate appraisers, other real estate professionals, builders, developers, or legal or financial professionals. To be eligible for appointment, each member shall attend and participate in the basic course of instruction given by the Department of Taxation under Code of Virginia § 58.1-206.
Any person desiring to apply for the BOE appointments shall file their résumé with the Fauquier County Attorney's Office, c/o Marianne Primeau, 10 Hotel Street, Warrenton, Virginia 20186 or marianne.primeau@fauquiercounty.gov, no later than 4:00 p.m. on Friday, February 27, 2026.

PROPOSED TAX-EXEMPT BOND FINANCING OF
THE VIRGINIA SMALL BUSINESS FINANCING AUTHORITY
Notice is hereby given that the Virginia Small Business Financing Authority (VSBFA) will hold a public hearing, as required by Section 147(f) of the Internal Revenue Code of 1986, as amended (the "Code"), regarding the application of Avports Manassas, LLC (with any successor owner entity described below, the "Applicant"), for VSBFA to issue, pursuant to the Virginia Small Business Financing Act (the "Act"), certain airport facility bonds, as defined in Section 142(a)(1) if the Code, in one or more series from time to time, pursuant to a plan of financing (the "Bonds") in an aggregate principal amount not to exceed $200,000,000. The Applicant has requested VSBFA to issue the Bonds to assist the Applicant in financing or refinancing the costs of the acquisition of or capital improvements to the Project, consisting of an airport terminal development and expansion, associated parking facilities and all related improvements and equipment located at the Manassas Regional Airport, at 10600 Harry J. Parrish, Manassas, Virginia 20110 (the "Project").
The public hearing, which may be continued or adjourned, will be held on March 10, 2026, at 12:00 P.M., before VSBFA, at 101 N. 14th Street, 11th Floor, Richmond, Virginia 23219.
As required by the Act, the Bonds will not pledge the faith and credit or the taxing power of the Commonwealth of Virginia or any political subdivision thereof, including VSBFA, and will be payable solely from revenues derived from the Applicant and pledged therefor. Any person interested in the plan of finance, the issuance of the Bonds or the location or purpose of the Project to be financed or refinanced may appear and be heard. A copy of the Borrower's application materials may be inspected at VSBFA's office at 101 N. 14th Street, 11th Floor, Richmond, Virginia 23219 during business hours.
