Notice is hereby given that the City Council will conduct a public hearing on the following item(s). All interested parties are encouraged to present their views at this hearing.
SUP #2026-0003 - Manassas City Public Schools - Weems Elementary School Modular Classrooms
To obtain a special use permit to allow the continued use of the existing modular classrooms at Weems Elementary School, located at 8750 Weems Road near the intersection of Traveller Street and Weems Road, for an additional 2-years. The property is zoned R-2-S (small lots, single-family residential) and is located in the Suburban Neighborhood Character Area in the 2045 Comprehensive Plan.
SUP #2026-0004 - Manassas City Public Schools - R. C. Haydon Elementary School Modular Classrooms
To obtain a special use permit to allow the continued use of the existing modular classrooms at R. C. Haydon Elementary School, located at 9075 Park Avenue and at the intersection of Park Avenue and Merit Court, for an additional 2-years. The property is zoned R-1 (low density, single-family residential) and is located in the Suburban Neighborhood Character Area in the 2045 Comprehensive Plan.
REZ #2026-0001 - Manassas Gateway and Landing at Cannon Branch Proffer Amendment
To amend the proffers of the Gateway Development to clarify residential and commercial development location and phasing, to update the design guidelines to clarify streetscape and building design, and to make technical amendments. The properties are located at 9751 Buchanan Loop, 9800 Godwin Drive, 10500 Gateway Boulevard, 10510 Gateway Boulevard, 10530 Gateway Boulevard, 10550 Gateway Boulevard, and 10580 Gateway Boulevard. The development is located at the intersection of Gateway Boulevard and Godwin Drive. The properties are zoned PMD and are located in the Gateways and Corridors and Godwin Technology Character Areas of the 2045 Comprehensive Plan.

Purpose of notice: To seek public comment on a draft permit from the Department of Environmental Quality to limit air pollution emitted by a facility in Manassas, Virginia.

Project description: Prince William County has applied for a renewal of the permit for Prince William County Sanitary landfill. The facility is located at 14811 Dumfries Rd, Manassas, Virginia. The facility is classified as a major source of air pollution. The permit would allow the source to continue to operate a municipal solid waste landfill.
HOW TO COMMENT AND/OR REQUEST A PUBLIC HEARING: DEQ accepts comments and requests for public hearing by hand-delivery, e-mail, or postal mail. All comments and requests must be in writing and be received by DEQ during the comment period. Submittals must include the names, mailing addresses and telephone numbers of the commenter/requester and of all persons represented by the commenter/requester. A request for public hearing must also include: 1) The reason why a public hearing is requested. 2) A brief, informal statement regarding the nature and extent of the interest of the requester or of those represented by the requestor, including how and to what extent such interest would be directly and adversely affected by the permit. 3) Specific references, where possible, to terms and conditions of the permit with suggested revisions. Please note this draft permit is being concurrently reviewed as a proposed permit by the U.S. Environmental Protection Agency. Notice is hereby given that the City Council for the City of Manassas, Virginia, will hold a public hearing pursuant to Virginia Code §15.2-1800 (B) on Monday, April 27, 2026 at the regular City Council meeting beginning at 5:30 p.m. at Council Chambers of City Hall, 9027 Center Street, Manassas, Virginia on the granting of a lease to the Greater Manassas Volunteer Rescue Squad (GMVRS) for property the City owns located at 9322 Center Street, Manassas, Virginia. The proposed lease is a renewal with a term of five (5) years, with occupancy by GMVRS subject to such other terms and conditions as are set forth within the proposed lease, the full text of which is on file in the Office of the Clerk of City Council, located on the 4th floor of City Hall, 9027 Center Street, Manassas, VA 20110.
Any person may appear at the public hearing to express their views on the proposed renewal lease to GMVRS. INDUSTRIAL DEVELOPMENT AUTHORITY
OF THE COUNTY OF PRINCE WILLIAM,
FOR THE BENEFIT OF WESTMINSTER PRESBYTERIAN RETIREMENT
COMMUNITY, INCORPORATED D/B/A WESTMINSTER AT LAKE RIDGE
Notice is hereby given that the Industrial Development Authority of the County of Prince William (the "Authority"), whose address is P.O. Box 2636, Manassas, Virginia 20108, will hold a public hearing on the request of Westminster Presbyterian Retirement Community, Incorporated d/b/a Westminster at Lake Ridge (the "Borrower"), a Virginia nonstock corporation, whose address is 12191 Clipper Drive, Lake Ridge, Virginia 22192, for the issuance by the Authority of up to $42,000,000 of revenue bonds (the "Bonds"), in one or more series from time to time. The Borrower owns and operates, among other things, a continuing care retirement community known as Westminster at Lake Ridge with a campus located in and around 12191 Clipper Drive, Lake Ridge, Virginia 22192 in the County of Prince William, Virginia (the "Campus").
The Authority will loan the proceeds of the Bonds to the Borrower to finance and refinance the following project:
(1) the acquisition, construction, developing and equipping of two additional buildings each with approximately 12
independent living units containing approximately 47,504 square feet of space in the aggregate, all expected to be
located on the Campus;
(2) the refinancing of all or a portion of a previously-incurred taxable debt of the Borrower that financed various capital
improvements at the Campus, which are completed and existing; and
(3) the financing of, if and as needed, capitalized interest on the Bonds, a debt service reserve fund for the Bonds,
costs of issuance related to the issuance of the Bonds, working capital, routine capital expenditures at the Campus
and other related costs (collectively (1), (2), and (3), the "Plan of Finance").
The Bonds will not constitute a debt or pledge of the faith and credit of the Commonwealth of Virginia (the "Commonwealth") or any political subdivision thereof, including the Authority and the County of Prince William, Virginia. Neither the Commonwealth nor any political subdivision thereof, including the Authority and the County of Prince William, Virginia, shall be obligated to pay the Bonds, or the interest thereon, or the costs incident thereto, except from the revenues and monies received from the Borrower and pledged therefor, and neither the faith and credit nor the taxing power of the Commonwealth nor any political subdivision thereof, including the Authority and the County of Prince William, Virginia, will be pledged to the payment of the principal of or interest on such Bonds or other costs incident thereto.
The public hearing, which may be continued or adjourned, will be held at 6:30 p.m. on Monday, April 6, 2026, before the Authority, in the Potomac Conference Room, James J. McCoart Government Administration Building, 1 County Complex Court, Woodbridge, Virginia 22192. The results of the public hearing will be forwarded to the Board of County Supervisors of the County of Prince William, Virginia, which will be asked to give its limited approval of the issuance of the Bonds as required by the Internal Revenue Code and the Code of Virginia of 1950, as amended. Any person interested in the issuance of the Bonds or the location or nature of the Plan of Finance may appear at the hearing and present his or her views.
